Para lograr el desarrollo que estamos iniciando en San Julián Cacaluta, ha sido, es y siempre será indispensable LA ABSOLUTA TRANSPARENCIA en la administración de los fondos municipales. Podemos afirmar categóricamente que sin transparencia no hay desarrollo ni progreso, una realidad que lamentablemente podemos constatar en muchas comunidades de nuestro municipio, administraciones anteriores de Arena y el Fmln, nunca rindieron cuentas de manera transparente, realizaban préstamos y nadie sabía en qué y cómo se invertían, por ello esta administración encabezada por el alcalde Gabriel Serrano, está marcando historia en San Julián Cacaluta, al ser el primer alcalde en la historia en rendir cuentas de manera oportuna y transparente.Cuando asumimos la administración de la municipalidad el primero de mayo de 2021,encontramos finananzas absolutamente desordenadas, con una deuda del Fmln que no se reflejó en proyectos de desarrollo para las comunidades, prueba de ellos es el abandono en el que encontramos las calles, servicio de agua, electricidad e inversión en seguridad y prevención. El problema no es que una administración realice un préstamo, el problema es que esa deuda sea mal administrada y se incurra en inflación del costo de los proyectos.La administración del Fmln heredó una deuda de $1.9 millones de dólares ¿En qué se invirtió? Es una pregunta que deberán responder ante las autoridades correspondientes. Ante esa deuda, la actual administración en acuerdo por mayoría calificada del Concejo Municipal, se decidió realizar un préstamo de $3.0 millones de dólares, de dicho monto se pagó la deuda de $1.9 millones, entre deuda a bancos y proveedores heredada por el Fmln.Del remanente de dicho préstamo se ejecutaran proyectos de evidente desarrollo para nuestra población. A continuación, les presentamos un desglose del préstamo realizado y cómo se distribuirá para proyectos en todas las comunidades del municipio.Merece una especial mención el megaproyecto “Nuevo Cementerio Municipal”, cuyo costo representa el mayor porcentaje de los fondos del préstamo, el terreno de 5.2 manzanas tendrá un costo de $553,350.00 y la construcción de la infraestructura en una primera etapa, tendrá un costo de $100,000. Esta obra será de beneficio para todo el municipio y será construida de tal manera que tendremos un cementerio digno para todas y todos por los próximos 100 años.
